At the end of the 19th century, Mo och Domsjö AB built an entire sawmill community on Norrbyskär. The managing director at the time, Frans Kempe, was given the task of planning and building a new modern steam sawmill. Kempe wanted to create a community that was sustainable and based on consensual solutions between workers and management. In 1895, the sawmill was commissioned and operations grew in scale, reaching a peak in the 1920s. At that time, more than 1,200 people lived or worked on Norrbyskär, which was then a well-developed community with every conceivable social service.
